Don't understand the point of your thread. There is no such thing as a population cap. Potential population is defined by 2 things today 1) Base Zoning which is in place for every piece of private land on the island and b) a view by a past OCP…
Take a look at this Paul. A great piece on Alexander by Witold Rybczynski. We could maybe take a look at one of Rybczynski's books. All this pattern stuff is getting clearer and seems timely. Fits very well with the new brain studies.
